In recent weeks, Scottsdale has made headlines due to a significant law enforcement operation aimed at human trafficking and prostitution. Over 200 arrests were made during a three-week sting operation conducted by the Scottsdale Police Human Exploitation and Trafficking Unit (HEAT). This sting operation was multiagency and is designed to tackle issues surrounding sex trafficking and exploitation. 

Law enforcement agencies from all over the state came together to set up what are referred to as “sting operations.” Beyond multiple police agencies being involved, the Maricopa County Attorney’s office and even the Arizona Attorney General’s Office cooperated to put this Scottsdale prostitution sting together. 

A Scottsdale prostitution sting operation is a targeted law enforcement initiative to combat illegal prostitution and related activities. During these operations, undercover officers engage in activities that aim to identify and apprehend individuals involved in prostitution, both sex workers and clients. Typically, police may use various strategies, such as online advertisements or surveillance, to lure in individuals soliciting or offering sexual services. The exchanges are usually captured on Ring cameras. 

These Scottsdale prostitution sting operations happen on a regular basis and mostly catch first time offenders who are soliciting prostitution services. While this is a misdemeanor offense, it comes with significant mandatory minimum jail time. In addition to low level offenses, these sting operations also result in serious felony charges. In this last round of arrets, as of February 2025, 149 of the arrests resulted in misdemeanor charges and 53 of the arrests resulted in felony arrests.

Understanding Prostitution / Solicitation of Prostitution Charges in Scottsdale

Prostitution is defined in Arizona as engaging in sexual conduct for payment. While there are laws in Arizona on the state level, Scottsdale and many other cities have addressed prostitution in their city code. In Scottsdale, prostitution is addressed in City Code Section 19-5.

Sec. 19-5. – Prostitution—Generally.

(a) The following definitions apply to this section:

(1)Prostitution means the act of performing sexual activity for hire by a male or female person.

(2)Sexual activity means vaginal or anal intercourse, fellatio, cunnilingus, anilingus, masturbation, sodomy or bestiality.

(b) A person is guilty of a misdemeanor who:

(1)Offers to, agrees to, or commits an act of prostitution; or

(2)Solicits or hires another person to commit an act of prostitution.

(c) A violation of this section is a misdemeanor. A minimum term of imprisonment shall be imposed upon a person convicted of violating this section in accordance with the following:

(1)For the first conviction, ten (10) days.

(2)For a second conviction, thirty (30) days.

(3)For a third conviction, sixty (60) days.

(4)For a fourth or subsequent conviction, one hundred eighty (180) days.

In no case shall a person be eligible for suspension or commutation of a sentence unless such person is placed on probation with the condition that the minimum mandatory term of imprisonment be served.

Many of those arrested faced serious legal consequences that extended well beyond just a temporary arrest. 

In Arizona, prostitution is primarily classified as a Class 1 misdemeanor for first-time offenders.
